Committed to Excellence

Sile O’Donnell is a HR and OD Consultant who specialises in providing high quality, cost effective HR, employee relations and organisation development services to small, medium and large organisations across the public sector.

Sile is also a Training Specialist with Public Affairs Ireland, and an Adjunct Assistant Professor in HRM and Organisational Behaviour in Trinity College Dublin.


Sile has over 30 years’ experience in delivering successful change though HR and organisation development across large, medium and small organisations. She is a full Fellow Chartered Member of the Chartered Institute of Personnel Development since 2003.

Sile has extensive qualifications in HR including first class honours MBS in HRM (Smurfit Business School), QQI level 6 Train the Trainer Certificate, Diploma in Counselling/Psychology, MBTI step 1 and 2 qualifications, MBTI for individual coaching and management development (OPP), first class honours BA in Public Management. She has obtained awards from the CIPD and the Smurfit Business School for academic achievements in HR.

I lectured part time in HRM on masters level programmes in the UCD Smurfit Business School.

ASSISTANT NATIONAL DIRECTOR OF HR, HEALTH SERVICE EXECUTIVE, DUBLIN

2005 – 2010

I held three senior management positions in the HSE (more than 70,000 employees) - Head of OD and Design, Head of Recruitment and Branding, and HR Advisor for Clinical Care Programmes.


I led the development of a Change Management Framework to improve service delivery. This framework was endorsed in the Croke Park Agreement and is used across the Irish health service.


 led/project managed 6 Employee Engagement projects during the HSE transformation programme - for example, development of a team building mode and employee engagement survey


I led numerous projects to improve organisational effectiveness, e.g. HSE Achievement Awards, leadership events, HR projects to support and enable organisational restructuring/change.

REGIONAL DIRECTOR OF HR AND OD, EASTERN REGIONAL HEALTH AUTHORITY, DUBLIN

2001 – 2005

I led the implementation of a HR strategy for 39 healthcare agencies (39,000 staff), through the creation of a Regional HR forum that resulted in implementation of 200+ successful HR projects


I led the implementation of regional HR initiatives in areas such as equality, workforce planning, employee wellbeing, training and development, HR measurement/monitoring.

I undertook high level research into key HRM and strategic/management issues in the Irish public service, leading to six publications, dissemination of findings at conferences etc.


I also carried out management consultancy reviews for government agencies.

I managed 5 graduate HRM programmes (450 students) and recruited/managed associate lecturers
